Former IBM Australia managing director Glen Boreham will chair the “Convergence Review” into Oz media regulation.

Senator Stephen Conroy, minister for censorship and fibre, Communications and the Digital Economy, announced the new appointment yesterday as the consultation period came to an end.

Boreham is known to governments: he served as the first chair of the Screen Australia Board (since June 20087) and has been a member of the Government's Information Technology Industry Innovation Council since 2009.

He joins Malcolm Long as members of the three-person Review Committee. The final member is expected to be announced shortly.

The review will cover issues such as licensing and planning, including broadcast licence fees; public service programming; local and childrens’ content obligations; broadcast classification; the accuracy and impartiality of news reporting; advertising standards; and internet content.

There were 72 submissions to the draft Terms of Reference published in December. In releasing the final Terms of Reference for the review, Senator Conroy seems to have resisted calls from content owners to insert the words “intellectual property” at every available point. ®
