Its pretty obvious this is not only protectionism for the sake of Italy's economy but protectionism for the sake of the Berlusconi-type mob connected politicians in Italy. Why is it the Latin countries in the Europe like Spain and Italy and in the new world like Mexico have higher levels of corruption than the rest of the developed world?
